Founding rates apply to the office, not to a person. If you grow, the discount applies to every agent you add. If you leave and come back, the rate does not.
Each tier closes when that stage of the build is finished — not on an invented date. When the shared database ships, Foundation closes and Early opens. That is the whole mechanism.
